I agree that ""gut and replace"" should not be done but when an emergency occurs; a means to fund the disaster was required. The lava disaster, that started on the very last day of session showed how we were dependent on the non-profit private sector to come up with funds for tiny homes for the newly homeless; and we did not have the cushion Kauai had to use state funds. Short-term homelessness occurred because the county of Hawaii already had a budget shortfall prior to the disaster and there was no available state funding until session restarted in 2019 and an emergency bill was passed rapidly.
